In the VS installer under the “Individual Components” tab, search for “14. GenerateProjectFiles ERROR: UnrealBuildTool was unable to generate project files. New projects use wrong Visual Studio version upon creation. Following my steps above, worked with the very latest Unreal Engine 4.
